What percentage of Indians and their MPs believe in corruption? In our democracy can Raja become PM one day?

Sometimes I wonder as to what Supreme Court can do to stop the scams and corruptions when those at the top in law enforcing agencies and in judicial setups are not clean enough. SC has made a very serious adverse remark on some High Court judges a few days ago which was too disturbing to read.I feel that law, police, judiciary, CVC, CBI, etc are not the right answer to this problem. Something else is required to be done so that people start believing and living a value based life. What could that be?
