Government is a tad difficult...help!?

lisa has 1 and 3 right, but 2 is a mind twister. 3 letters..... hmmmm. maybe gut? or f.. no, that's 4 letters. perhaps plz? no, that never happens anymore. vex! it's a word, and the congress does it constantly! e.g. it's vexing; i'm extremely vexed. if you you figure out what else congress does to the people besides that with the power they have, let me know, 'cause i have a few cross words of my own.
